You get this toy after purchasing a Blizzcon 2018 ticket. You also receive a cloak transmog, Manto della Guerra dell'Orda and a feat of strength, Questione di lealtà.

A few things to note:
1.) As of 9/26/18 this toy has 1 minute cooldown and stays summoned for 1 minute.
2.) This can be used on a mount, without dismounting you.
3.) It can be used in stealth without breaking stealth.
4.) Can be used in combat.
5.) Can be used while DEAD.
6.) Can be used in battlegrounds.

The horde banner did not show up in my toy tab. Got the cloak, though.

Edit: if this happens to you, exit the game and relaunch it..
