The Cenarion Beacon (http://www.wowhead.com/?item=11511) is required before you can receive this item from skinning mobs in Felwood.

Actually, I skinned kills in Felwood, and got this without having the Cenarion Beacon.
For my Rogue, not really sure what use this Tainted skin is.
I think you need to complete the quest Cleansing Felwood, from http://www.wowhead.com/?npc=9528#00zc, then she'll let you turn in the skins for the salve. You get XP for curing the named plants is what I heard.

In fact, I just got one of these without having completed Cleansing Felwood and without the Cenarion Beacon.

1) The first thing you need to do before you can obtain any Night Dragon's Breath, Wipper Root Tuber, Windblosson Berries, or Songflowers is to complete a quest to so you can cleanse them.

2) After this quest is completed you will then need to collect Cenarion Plant Salve's to be able to cleanse the plants you find. There are several different ways to do this.

3) Once you have collected several Corrupted Plant Salves, you are ready to start farming. I have listed the four types of plants and links to where they are.

- Requires 4x Cenarion Plant Salves and you will obtain 3-10 from each plant
b. Wipper Root Tuber: http://www.wowhead.com/?object=164888
- Requires 3x Cenarion Plant Salves and you will obtain 3-10 from each plant

- Requires 2x Cenarion Plant Salves and you will obtain 15-20 from each plant

- Requires 1x Cenarion Plant Salves and you will get a buff that gives you 5% spell crit and +5 to all attributes for 1 hour.

I suggest getting a mod called "Felwood Gather" if your want to farm these. You can find it on all the mod sites and it's great for timing the respawns for you and mapping them out so you know exactly where to go and when they will respawn.

This quests starts at 47, 83
You'll need to speak with Maybess riverbreeze who is a emissary of the Emerald Circle.
You'll be given the option of three different task.
! Salve via hunting- this option requires 6 corrupted soul shards.
! Salve via skinning-this option requires 5 patches of tainted skin.
! Salve via disenchanting-this auction requires one lesser nether essence.

In order to be able to harvest these items particularly the hunting of Soul shards, you'll need to pick up a Cenarion Beacon from Maybess riverbreeze.

This quest is repeatable and will allow you to collect lots of 100 Salve.

This repeatable quest is very easy. You'll receive all items needed from the different mobs you kill in and around the area. Again the only real reason you need this Cenarion Beacon, is to collect the soul shards from the hunting portion of this quest.

would also like to note that u need a certain skill in the profesion to get the diff quests. my herbing was low at this point so i onlt got hunting and skinning quests

It seems after patch 4.1 there is no use for this. I finished all quests in Fellwood and couldn't find the old quest for these skin turn in.

The followup quest were used for some buffs from flowers in fellwod that even flowers does not exists.
As vendors are not buying this item either, just get ride of them.
