This is going to be BiS for any Druids, Rogues, Hunters, and Shamans on Horde, in Phase 1 of Season of Discovery.
Acquiring it however, is not going to be easy nor cheap. Your best chance will be to save up, and buying it from the AH, or group up with guildies/friends to farm for it, together.
