Just so people know where it is.

As soon as you land in Hyjal for the first time, it's instantly inside the building (the one with Ysera), on the right hand side, a female Tauren is the Quartermaster.

This tabard requires you to be friendly with the Guardians of Hyjal to purchase. Provisioner Whitecloud, the Guardians of Hyjal quartermaster which sells this tabard as well as all associated reputation rewards is located in Nordrassil Inn, Mount Hyjal.

Just did Halls of Origination normal and got rep with this , qued for random dungeon . Earlier in the day my first random dungeon of the day I got rep with this too in Grim Batol. I qued for Blackrock Caverns specifically on my second dungeon and got no rep , so I guess maybe you have to que random to get rep.

Dunno if this has changed, but I just ran Lost City of the Tol'vir using the dungeon finder as a lvl 85 and all others in my dungeon group were 84 and i STILL GOT REP. Maybe its changed as of 4.2?
