This is the Cataclysm shoulder enchant for melee dps, specifically itemized for Death Knights, Warriors and Paladins.
Its price when you are exalted is 60g and it's sold by the quartermaster of the faction Therazane (Faction, Quartermaster links) and is available when you reach exalted.

Personally i believe it is slightly weaker than it should and it would be nice if blizz considered buffing at least the strength counterpart of the enchant.

Unlike the other reputation enchants (Cata head enchants, Sons of Hodir enchants etc.) these enchants are not bind on account, but bind on pickup. Upon enquiry, a GM told me that this is working as intended in 4.0.6, and is not a bug or overlooked.

So when levelling (an alt), better complete the Deepholm chain as far as possible in order to get this.
