When gearing for raids you will want a MH/OH, preferably the heroic Scepter of Power and either the Apple-bent Bough, or if you are lucky, the Heartbound Tome.

Generally you would put the cheap +100 int enchant on the offhand, making it vastly superior.

The off hand intellect enchant is being heavily reduced in budget, making staves a far more viable option in 4.0.6. Can't remember source (patch notes?), but it's being reduced very dramatically. Come on guys, you didn't think 100 of a primary stat was a bit high budget as an off hand enchant?

Probably a reference to the Egyptian ritual of the Opening of the Mouth, the use of a ceremonial scepter with a hooked end to literally pry open a corpse or statue's mouth amid prayers, performed to allow the deceased's soul to exit and to allow it to eat and drink in the afterlife. A version of this rite was included in the Book of the Dead placed in coffins, to allow spirits to perform the opening of their own mouths, which began with the line "My mouth is opened by Ptah."
