Yes, this seems to drop only from Heroic mode. If your crit rating is decent, this cloak is a bit better than the Cloak of the Inciter (https://www.wowhead.com/cata/item=27892).

This is currently the only level 70 superior (blue) cloak with attack power.

Snagged it today on my warrior (the rogue wasn't interested). It may be a coincidence but in looks it matches the Doomplate set perfectly. Add to that the hit bonus...perfect partnership. And looks fantastic :)

since it's a 72 elite guy this drops off and the crypts in normal are well below that level, it's got to be heroic.

This cape blows? Are you mad? Certainly its better than Cloak of the Inciter from Shadow Labs...its not panurple but its still really good IMO

Having +crit over +agi is better for PvE? Auchenai only is slightly better than Inciter for PvE? Oooookaaaay...if you say so! lol

The Skyguard cloak is better, I recommend that one

If you have any idea how valuable Hit rating is to ranged and mele classes you would realize this is the only cloak till you get the one off of shade that has hit rating.So for all you Mele and ranged understand this is a big upgrade to what you have for raiding only!

70 combat rogue - This dropped for me on my 1st run through heroic Auch. Silly prot warrior rolled on it AFTER he rolled on and won an epic gem drop that gave him def boost. Thankfully I won it. This is a very good ug from cloak of the craft, at least if youre headed to Kara. Dont worry so much about crit. You cant crit them if you cant hit them. Get youre Hit rating around 200 and see the diff it makes! : )
