The Dalaran Cooking Award obtainable through the Dalaran daily cooking quests, you can get 1-2 awards as quest reward and occasionally +1 from the Small Spice Bag.

Also worth of mentioning that the achievment counting the award at the moment you get it,so you can use them and don't have to own 100 at one time.Maybe it's a bit easier this way :)

A bug that occurred during the launch of 3.2.2 caused the counter for the Dalaran Cooking Awards achievements to reset. The counter will continue at the number of Awards you currently have. For people who are saving up for the Chef's Hat this shouldn't be too much of a problem, since they will need 100 Awards anyways.

In a blue post, Irylinne stated that the previous totals of the achievement counter can not be restored:

Regrettably, after extensively looking into this problem, it was found by our developers that there was no way to restore the previous totals. I apprecjavascript:;iate the inconvenience that this has caused a great deal of players, yourself included, and for that I offer my apologies.

The only way to reach these achievements is to regain the tokens through the normal means once again, and you should find that once you reach the appropriate amount that it will properly credit you as it would have before.

As per this blue post (and the green followup a few posts down), Dalaran Cooking Awards are now internally considered "currencies", or "points", whereas before they were "emblems" or "items", which just happened to be stored on the currency page and not in your bags. This switchover is why the Dalaran Cooking Award Achievements no longer progress, because WoW does not (yet) have any system for tracking the total accumulation of actual currencies other than copper/silver/gold.

This is also likely why additional Dalaran Cooking Awards no longer drop from the Small Spice Bag, because they are no longer an item, but a currency.
