You have to go to Eastern Plaugelands....tyr's hand and kill preditorians for this drop

You'll find the praetorians past the fountain up the hill toward the huge cathedral with powder blue windows (you'll see standards on both sides of the path as you approach the cathedral).

You may have to kill a few to get the drop, but it shouldn't be too bad (I got mine in two kills).
