This set uses the "Shaman Raid H1" artwork. It's composed of pieces that look the same as the upgraded (Sanctified) Shaman Tier 10 Raid set, Sanctified Frost Witch's Garb, but are available to other classes.

There are two other colours of related artwork in the database and both are available as sets. Both are classified as "H2" as they have a very slightly different design (no icicles). See:

Green : Frost Witch's Garb, Frost Witch's Garb (Lookalike)
Red : Sanctified Frost Witch's Garb, Sanctified Frost Witch's Garb (Lookalike)
In addition, there's helm and shoulder art of a fourth colour, Brown, which is tan brown with purple lights / details. Neither piece appears to be available in the game, and they don't seem to have created a complete art set for it

This set unlike it's 10 man and even 25 man heroic version is not just blue but there's even icicles dripping from the armor as if you've been standing frozen for some time.
