Once you capture a Cultist they are given a 15 minute buff. Once that 15 minutes expires, your prisoner is released to cause more havok. MUAHAHAHAHA!

Seems you capture semi-invisible cultists around orgrimmar, they look slightly ethereal....took me a while to identify them myself.

Still trying to work out how to question detainees....

You can see these around in corners and secluded places in the city as transparent, sometimes channeling NPCs.

You can also shackle and deliver more than 1 of them at the time.

The one you need to question is in the hall where you deliver them, standing between two guards.

If you add the 'Heavy Manacles' to your bars so you can go around pressing a hotkey or clicking it it will say 'Invalid Target'. This had me puzzled for a little while thinking it was bugged. All you need to do is go into your inventory and use the item from there and it'll work.

1. Ride around Org and look for Cultist Infiltrators ("/tar cultist"). They are almost transparent, but they have a candle near them and are often near the hourglass shaped devices that spawn the fire elementals.
2. Target the Cultist Infiltrator and use the Heavy Manacles.
3. Repeat 5 times. Arrested Cultists will follow you around after you put the manacles on them.
4. Once you have arrested 5 Cultists, bring them into the Ring of Valor. They will be automatically turned in.
5. Talk to Detained Cultist on the right side as you enter.
All done, go turn in.

Show Me Your Papers appears to be a pre-req for this quest.
You can manacle more than one cultist at a time. I turned in five at one go, just proximity will do it.
Aspect of the Pack seems to help get this one done quickly.

Couple notes.

1) Multiple Cultists can be captured at one time (i.e. if you see one on the way to turn in the one you've got, you can arrest him too) All Cultists arrested will stay with you (up to 5).

2) You can mount up and arrested Cultists will stay with you for turn in - makes it faster. :D

Even though the description at the top of the wowhead page says Races: Orc, Undead Classes: Warrior, Hunter, Mage. It is not only for those classes. I am a blood elf priest and was able to get it, although you must first finish the Show Me Your Papers quest as a pre-req.
