Go to the Mirror Lake Orchard and speak with Overseer Sylandra (31:65), she gives you a book. Then go to Cultist Altar (29:66) and use the book.

When Overseer Sylandra gives you the book, she says:

Overseer Sylandra says: We were afraid you'd been caught, but I wouldn't think of leaving you out of the portal ritual.
Overseer Sylandra says: Take this book and practice the ritual. It must be performed perfectly, or else the elementals will not leave the portals at the proper time.

At the altar, using the book will cause you to say:

Xinhuan says: Ancients of wind and water, I have prepared the way for you. Come forth and raze Stormwind.

Minor Bug: If in a group you may not be able to get the "Book of Incantations" after another group member gets it.

Fix: Leave the group, abandon the quest and get the quest again. Then get the book and use it before rejoining the group.

If you have one of the Robes in the bank when you take this quest, you wont get the rob. Only so people know ^^

If u go to the location 31.65 @ Elwynn forest
The NPC called Overseer Sylandra where u can talk with gives the book.
Beware to ware the otherwise u won't be able to talk with here.
Then go to the Altar location 29.65 @ Elwynn forest, check your bag for and click on it @ the altarµ

I don't know whether it has just bugged or if the quest chain has now ended but I am no longer offered this part (I picked up Show Me Your Papers and Arrest the Infiltrators yesterday but completed them today).

Actually, a number of Cataclysm quests are now either unavailable or uncompletable for one reason or another. I've tried a variety of servers but always the same quests have problems.

[The cultists seem assured of their victory, even as we detain more and more of them. We must find out more about the ritual mentioned by the cultist you questioned.

These rituals seem to be the core of the cult's plan to attack Stormwind. I'm going to give you one of the robes taken from the arrested cultists. Put it on and go back to the cultist outpost at Mirror Lake Orchard in Elwynn Forest and see if you can get the cultists there to let you in on the plan.]
