I created a very simple addon called Wikky's Whistle Helper.
It will display a raid warning and play a warning sound every time Wikky appears (or more specifically says anything, which always happens when he spawns).
No need to reset cache!
You can get it from Curse website. Hope you will find it useful!

He spawned for me while on the quest Il nemico del mio nemico... è sempre mio nemico! and was not able to find him because I was on my flying mount. Make sure you don't do the same.

I have found that the best place to summon Wikky is in the Silken Fields just southeast of Halfhill in The Valley of the Four Winds Summon Wikky, Gather and kill about 6 swarms of Tiny Mutated Silkmoth, collect from Wikky, and repeat on cooldown as desired. Takes less than a few minutes and free loot to sell on AH!

i found another quark of this guy and i am not sure how often this would occur but i thought someone might appreciate the tale i was in the middle of 1 of the krasarangs lakes and popped wikky who then sank to the very bottom and when i finally got to him i could not interact with him the interaction bubble displayed but the interaction pane did not anyway when he finally timed out he keeled over and shot back up to the surface however when i got back up i could not find the corpse so ya try to avoid this

I have found that you can not kill low lvl mobs and get him to spawn. Tried while farming for cloth both in Northrend and in Outland. I also could not get him to spawn on the Timeless Isle. I could summon him and talk to him the first time, but never got credit for all of the kills. Never died, so about just over an hour later I tried to hearth and go kill the mobs in the Valley, and when I hearthed the icon for him disappeared. I have had that happen 2 times when I hearth, but also had it not happen, seems to be a glitch. Once from Timeless Isle and once from Northrend out in Icecrown. Just something to be mindful of.

Be very careful since Sacca di Oggetti Utili is Unique. I forgot to open the last bag and when I spoke with Wikky when he returned, my loot window immediately closed and he ran away.

He will drown if he returns to you while you are in water. It's kind of depressing.
