This NPC, when rescued, will speak with the player briefly before placing a small chest on the ground which contains an item of uncommon or (infrequently) rare quality.

By his language, it is obvious that he is quite educated and eloquent for a child, which leads me to believe that he is either A) abnormally intelligent or B) not actually a blood elf child, but perhaps a dragon or other shape-shifting being, similar to Andormu, with whom he shares a model. It is, however, possible that he is simply an immature (physiologically speaking) blood elf, though there is nothing to suggest that blood elves "grow up" any slower than humans, only that they age (again, physically) more slowly once reaching adulthood.

Either way, he is an NPC that can be freed from his Forest Frog form in Zul'Aman by use of an Amani Hex-Stick.

But if you've seen him, you already knew that, didn't you?

Tyllan: Hrmmph. Thanks all the same, but I didn't need any help.
Tyllan: I was working on a cantrip that would counteract my predicament and I was very close to finding a <CROOAAK>... Oh my!
Tyllan: Well, I suppose I do owe you a little something - here, take one of these. I've got lots.
Tyllan: You may want to consider leaving this place. I think being transformed into a frog is one of the better things that can happen to one here.
