Rare NPC in legion have almost instant respawn time (1-2 min max)
On first kill drops Risorse per l'Enclave and sometimes Gloria del Valoroso

Is there a trick to seeing this rare? I go to the spot but on the world quest rare is there.

I'd advice clearing around him first. I made my way up the stars and had to go past several disguise detecting guards. They spotted me and I got mobbed. Tried again more carefully. Got to the top. As soon as I attacked the rare, A bunch of guards around me turned hostile and I got mobbed again.

That bridge/walkway just before you get to the rooftop with Randril is a great place to kite him (Hunter with Concussive). The adds on the rooftop spawn too fast - clearing them first doesn't work.

So - I have absolutely no idea how to reach this guy...
I used the mask - stealthed all over the place - ninja'ed my way across the roof tops and NOTHING. Still no clue how to get to him.

I know - this doesn't help you.
But maybe THIS will:

From Dalaran - on the ledge facing the city of Surumar - I disengaged and immediately used a glider and basically just glided all the way down to one of the pillar roofs around his platform. Used the mask - jumped down and killed him...

He's easy to solo because there aren't a lot of adds on the roof and none immediately by him. If you're trying to reach a certain place in the city but don't want to waste time with the mask or stealthing around - jump off the ledge and use the Goblin Glider. It has a 2 minute timer which is easily enough time to get you anywhere you want to go in the city danger free.

Landing is another matter though so make sure you land somewhere safe so you can use the mask once you DO get to your destination...

if you have already unlocked the "Portal to Evermoon Terrace" in "Shal'Aran", you can use it to Suramar City. Teleport from the tower and then go directly straight over the "Evermoon Bazaar" to the "Evermoon Commons" and then go left, over the bridge to the "Artisan's Gallery". After the bridge, go up the stairs on the left (46.5, 76.2) and go to the end to a terrace, there is Randril.

There are grappling points above the Bazaar. Use one, then jump along the posts to reach his area if you can't find another way up.

Had a problem with this guy - he kept disappearing on me - the moment i landed in front of him he phased out.
Solved it by standing inside the pavilion that leads to him and used my lock pet + move to command to tank him into my sight.
Used a lootarang to loot him to get the credit for the kill.
