The graphic seems to be bugged; even if you take your belt/pants off, your toon's undies will poke through and look like a belt over the tabard. :P

The npc is located in a location Vashj'ir named Silver Tide Hollow. The name of the quartermaster is Provisioner Arok. Coords 48.42

If you're looking to acquire this tabard to not make the mistake of rushing straight to Provisioner Arok.

This tabard requires at least friendly reputation. Achieving friendly reputation though, is actually a quite simple task.
You go to Vashj'ir by obtaining Warchief's Command: Vashj'ir // Hero's Call: vashj'ir from the Quest Board in your capital city.
Once you are in Vashj'ir - invest one hour of questing and you will become friendly.
You will also get get Sea Legs, Abyssal Seahorse and you can ride straight to Provisioner Arok and obtain Insegna del Circolo della Terra.

This tabard along with a few others i can confirm that will grant rep gains in MoP normal and heroic dungeons in the same way as it would be for the cata dungeons.

Wearing this tabard in Mists of Pandaria heroic dungeons will allow you to continue to gain reputation with the Earthen Ring.

Useful if you are working towards something like Osannato da 40 fazioni or Osannato da 60 fazioni, since you can gain reputation while still running current content.

Wearing this tabard will not gain you any reputation while doing Legion/BfA dungeons.

As of 7.3.5 I am not getting rep in a dungeon. I suppose the level requirement of 85 does not meet the new scaling of mobs that are now level 90 in that cata dungeon. I have honored rep but neither trash mobs or bosses grant rep in normal stonecore. I have not tried HC yet because I'm not at my 10 instance locks per hour while farming a mount too.
