Yes this does indeed proc off both Healer and Damaging spells

Proc rate is far from amazing but a nice boost when it decides to shine

It's also retarded because it procs off of ANY spell and gets wasted while I'm blinking somewhere.

From a quick test I found the internal cooldown to be less than 80 seconds. (if it has one)

The buff from this proc (Tentacoli dell'Oscurità) uses the same icon as Earthroot. So if you're wondering what the "herb buff" is doing suddenly appearing, that's why.

Similar trinkets do have an internal CD of 45sec, meaning 45sec after the last proc, it has a 10% chance of proccing again. I'll go out on a limb and say this trinket procs about every 50sec, making it an average of 1290*15 / 50 = 387 spellpower. Since this trinket will proc very fast when the internal CD is ready, it will proc very early at the start of every trashpull, making it more valuable on those pulls, than it will be on a boss pull. The longer the fight, the smaller average spellpower this will give you.

An example:
0 sp for 5 sec -> 1290 spellpower for 15sec -> 0 sp for 35sec -> 1290 sp for 15sec

this is a 70 second fight, giving us 1290*30 / 70 ~= 553 average spellpower

I would say that depending on the length of the fight, this proc gives 387-553 average spellpower.

(however, if it procs after 5 sec, and the fight only last 20sec, this would be the optimal time, and give you an average of ~968 spellpower)

I dunno why, but I've had this proc while standing around doing nothing. I had Might, Insight and Beacon on me. Also had dungeon deserter debuff. But while mounted just floating around this thing was proccing. In fact I just heard it proc while I was typing this.
