This is an Ultra rare Random World Drop in the 0.0?% drop chance range( 0.02% average ).
There isn't exactly a set place best to mine this plan, but scarlet areas and Gnomeregan seems popular.
No information on Blizzard's WoW site confirms the rarity.

While some very high pop servers may enjoy regular sights of this recipe, most of the others do not, and remains
Ultra rare and very valuable to those who comprehend what they actually found.
Sadly buyers don't always look seriously at low level greens, so can't always understand the expensive price.
If only they knew.

I suggest either learning it yourself if you're lucky enough to find it, or sell high in AH.
Theres sure to be a big collector out there willing to pay anything.

As for the item itself, its actually a nice model.
While not very intimidating.
One could use it as royal vanity in RP, It has a golden head, engraved with a silver pattern with a Purple Jewel
contained in the centre of the pattern on both sides of the head.
The handle is wooden, wrapped with a purple laced grip.

This item is a world drop from creatures approximately level 19-34.
