PvE mobs also have a standard spell resistance of 2% per level difference that can't be overcome by SpPen or any other stat.

As such, no Hunter gear will have SpPen on it, and (as far as I know) the only gear that does is Caster DPS PvP gear that's class-specific.

Basically 1 point of Spell Penetration will counter 1 point of resistance, but SpPen will not reduce resistance below 0.

That includes all spells/shots that cause damage as Fire, Frost, Arcane, Nature and Shadow. Note that Holy damage can't be resisted.

How it's relevant to Hunters, is Arcane Shot does Arcane damage, Explosive Shot and Explosive/Immolation Trap deals Fire damage, and Chimera Shot, Serpent Sting and Snake Trap deal Nature damage.

In PvE though, you only deal with the innate resistance due to level difference (which is 15 for a Raid Boss) which is not affected by SpPen, and some few bosses have some resistance (like Rage Winterchill with 200 Frost Resist)

In PvP gear, a lot of players put in 75 Spell Penetration via 3 gems in blue sockets, to counter things likeMark of the Wild

What this does is it gives any class that has ablilites that hit as Fire/Frost/Arcane/Nature/Holy any of those fancy things. It gives those spells penetration allowing for more of it to actually hit the target.

like what was previously stated DKs use it for frost strike or howling blast. MM Hunters do it for Chimera Shot/Arcane Shot/Serpent Sting all of which are major dps for that class.

As of Cataclysm, one point of spell penetration exactly negates one point of resistance, but it cannot reduce resistance to below 0. So if you have 100 SpPen and your target has 80 resist, then only 80 points of your 100 SpPen are used, the other 20 points are wasted.
