A Skadi Mariner (Riplash Ruins - Borean Tundra) dropped one for me today.
I have 387 cooking skill.

Also yesterday another mob in Borean Tundra dropped the Haunted Herring recipe.

Is it me, or has anyone else noticed that this recipe, like the other 3, has reported drop rates in basically only the 2 WOTLK starting zones, Howling Fjord and Borean Tundra, and then all the new dungeons? Just struck me as odd, and I think it may be because everyone that had previously maxed their cooking pre-expansion (350 to be able to see it on dead mobs and then submit drop data to wowhead) got these recipes rather quickly when they first entered the expansion at level 70, and thus never looted them in the other zones as they leveled up because they already had them, OR; the people that entered the expansion without maxed cooking didn't raise their cooking skill to 350 or further until they hit 80 and realized it's usefulness, and were no longer spending very much time in world zones and were basically only killing mobs in dungeons, which is where the other place these recipes have been shown to drop is located.

It's either that, or it really does hardly ever drop in any world zone besides the two starting zones. And if that's the case, then that means if you're going to go farm it (I know "farm" is being used in the loosest sense here, since we're talking about what zone to farm it in not even what area of a zone or type of mob ffs), either run instances or go back to Borean Tundra or Howling Fjord, as all 4 of these recipes have been seen with very rare exception only in those places.

With these cupcakes, they dropped outside of the areas I mentioned on 8 mobs total - 4 in Dragonblight, and 4 in Grizzly Hills (which is probably due to people who weren't lucky enough to snag all 4 in their first zone since these are the next 2 zones played normally), compared to dozens in Borean and Fjord, and that's all out of 200 listed drops, of course. Each recipe has 200 listed drops, which I believe is the max shown - so that we don't get into percentages in the thousands and millionths of a percent, and so on. You'll find basically the same pattern of drop with the recipes for herring and the mammoth as well, and of course also the clams.

And just to make it interesting and blow my initial theory out of the water, which seemed most likely to me and very well still could be, however...

I entered Northrend with maxed out cooking, and have done very, very few dungeons this time around (I think I've run 3 on heroic and that's it) and have spent probably 95% of my time questing my way through zones to level, starting in Borean Tundra where the most mobs are located that drop these recipes. (or Howling Fjord, roughly the same numbers). I have been 80 for some weeks now, and I'm still focusing on finishing every quest in Northrend, and have just finished the Storm Peaks after spending much time there, killing a lot of humanoids of the dwarven variety (seems to be the only mob type that drops these, humanoids that is) and have been working on Icecrown for a bit now. I've also been killing a lot of humanoids here - undead, but still humanoids - actually, hell, exclusively humanoids here. These 2 zones are where I have probably spent most of my time, and the rest divided evenly between Borean, then Dragonblight, then Grizzly, then Sholazar. I've only gotten the mammoth recipe to drop for me in all this time and through thousands and thousands of mobs, and the one recipe I got did indeed drop in Borean when I was still 70. Now I know the listed drop rates are in the 1% or less range, but we have to consider how many people can actually see it when using that number. So if it can drop off any humanoid in Northrend, which I think is currently the basic theory, then why have I killed vast thousands more of them in the 74-80 range in the zones they inhabit than mobs in the 70-73 range on the maps they live in, and have never seen any of the recipes drop there? Is it bad luck? Or is it the fact that...

..This seems to lend itself to the later theory of mine that this recipe really does only drop off of (if not only then for the vast majority of mobs in Northrend, albeit not exclusively but damn near close) humanoids in Borean Tundra, Howling Fjord, and all dungeons?

I know this is a very detailed inquiry of my own into the best way to get these recipes, and drop data has to be handled carefully for items that not everyone can see, and that I think won't show up once you've looted it once already - I'm sure someone can verify this if they've seen the same recipe twice while solo. I don't think it would count if you saw it again in a group where someone else had 350+ cooking and did not yet have it, making it lootable to them but viewable to you since you meet the requirements. At any rate, it had been annoying me that I have been unable to get these recipes as a quick look at this achievement makes you think these are the type of things you're just going to get while you're questing out there, and not have to hunt them down when you've been 350 since you got to Northrend and have now long been 80. This just doesn't seem like an epic scale achievement when done by preparing all the food yourself, does it?

Please contribute your experience in regard to these ideas and hopefully it will prove where to really find these. Either I'll get downranked for the longest dissertation on the investigation of why haunted herring recipes are so hard to obtain, or people will be interested in my 2 different ideas as to the problem of "I'll second that emotion", and second my emotion. =]

This dropped in a raid yesterday, and I won the roll. Even though my cooking is at 450 and I don't have the recipe, it would not allow the loot master to assign the item to me... the only thing I can think is that I've eaten one (for the bad example thing). Perhaps it won't let you loot the item if you have eaten one?

This and the recipe for Last Week's Mammoth (http://www.wowhead.com/?item=43508) dropped for me at 412 cooking skill almost immediately after completing http://www.wowhead.com/?quest=13088, the quest to learn to make Northern Stew. They dropped while farming for Nesingwary Lackey Ears around Lake Kum'uya in Borean Tundra, an activity I had been undertaking daily, so I'm wondering if that quest might be a prerequisite?

The easy way of getting this recipe:

Travel to D.E.T.H.A. Camp at 57.44 in Borean Tundra. For those without cords, it's aprox in the middle of the main land, where two roads meet.

Stand a little outside the camp, and kill a random Clefthoof, Mammoth, or another of the beasts around the camp.

Killing one of theese animals will give you the Animal Blood debuff. This doesn't harm you, but it makes the NPCs at the D.E.T.H.A. camp attack you if you are within their aggro range as long as this debuff lasts. Swimming removes the debuff.

Now, kill one of the D.E.T.H.A. Enforcers. It's birds, either flying over the camp or sitting on something above groundlevel. Pull the mob with a ranged attack to avoid the surrounding NPC's.

This will toggle PvP.

The D.E.T.H.A. Enforcers are elite mobs, but this shouldn't be a problem, not even if you're a crappy geared lvl 78 dps. But if you're a really crappy geared lvl 68 clothie, maybe you should get some help. They don't hit hard though.

The drop rate from theese birds are 10%. If you don't get the recipe in first try, try again. If you lose the debuff, kill another animal.

I was questing in dragonblight yesterday on my level 71 mage. i have level 305 cooking, (i recently got cooking from the pilgrims bounty world event) the tasty cupcake recipie dropped off a random mob, (i don't rember which one) and i had no problem looting, It must've been my lucky day, because less than an hour later, while i was still questing, the bad clams recipie dropped from some of the beasts b/w azol nerub, and agmar's hammer. (it was either a deer, or a bear i don't remember which). What i'm saying is that, they both can drop from dragonblight, and you don't need to be the at the current cooking level to recive the recipe.

I found mine in the Utgarde Catacombs Ring of Judgement while I was questing around the area. I don't remember what exactly it dropped off of though.

You can find it off any monster in Northrend I believe. When made, it creates 5 of http://www.wowhead.com/?item=43490. See http://www.wowhead.com/?item=43501 for monsters that drop the eggs.

The Cupcakes gives you http://www.wowhead.com/?spell=58499. It doesn't do anything, but roleplayers can use this to lift their character out of a bad mood.

A good place to farm the four "emotion" recipes is in Kaskala where the boats drop off Kvaldir Raiders. I have so far gotten three of the four "emotion" recipes here.
Here are some tips:
-Head for the island, not the shore of the mainland. The boats are closer together.
-I have been here for hours and have only gotten three recipes (I have max cooking = 525) - the drop rate might have been lowered or I might just be unluckier than the people who got all four quickly. I also feel like if you farm the same spot for too long anywhere in the game the drop rate of good stuff declines, but this may be my imagination.
-One drawback of this site are the NPCs helping you fight. While this might be a bonus if you are a lower lvl and can't easily kill them all at once, if they do too much of the work, you can't loot. If the raider is already below half health, move on, you can't get that one.
-There are a handful (I think 5) raiders per boat. They jump off the boat and hang out for a second before attacking. This is the best time to hit them with an AOE. If you hit them first they will attack you. If not, they spread out and go to an NPC.
-The boats fade away before the raiders' bodies. If you can't see the body, attack someone else and come back for easier looting.
-If you are a lower lvl, be aware that there is a slightly more powerful guy, Heigarr the Horrible, who also spawns here.
-Expect to get lots of frostweave and the occasional lvl 130ish greens.

Edit to add - I eventually got the fourth "emotion" recipe here, too.

I got the recipes for both tasty cupcake and last weeks mammoth while doing dailies up in the Argent Tournament. They both dropped off of the zealots up where Deathspeaker Kharanos is. I believe i got a third cooking recipe from them as well, but i cant remember which one it was. I dont know if you need to be doing the daily for it to drop though. I was always on the dailies when I got mine.

I managed to pick up all 4 of the recipies from Tracker Gekgek and his two guards in Sholozar Basin. Only farmed for about 40 minutes but you have to be hated with the Frenzyheart Tribe. L85 character and 500+ cooking so its still possible.

I have been farming mobs everywhere in Northrend, using the tips below Kvaldir Raiders, D.E.H.T.A Elites, and Converted Heroes still no Tasty Cupcake recipe, and its the only one I need to get my Chef Achievement......HELP! Could my max level have anything to do with the drop rate?

Ight folks, when i came here for some usefull info i only found top post tellin' obvious things, so for y'all who struggled and might thought its impossible to loot this recipe in cata for 85 lvl chars, i present you this npc Strisciatore delle Cripte. It spawns constantly so you wont have to wait loads of time to farm these mobs, as for me i got all of 4 recipes during like 30 minutes. Good luck!

Oke for people in legion with max cooking and max lvl don't even bother to go look for them. i Have been farming them for hours and hours, killing 1000s Kvaldir Raiders near Kaskala not 1 drop at all. i reported this to blizzard maybe they fix it by now. There is 1 solution and less work just lvl a 60 alt and go farm them i got them all from Kvaldir Raiders in around a hour.

This and Bad Clams Recipe dropped from Ahn'kahet: The Old Kingdom normal, as of patch 8.3.0. My toon was 120 with maxed cooking. Both droped from trash on my second run. Happy farming, good luck!

This was the last recipe I needed for The Northrend Gourmet achievement. As of 9.0.5, the recipe dropped off the Kvaldir Raiders around Kaskala in Borean Tundra, after around 15 minutes of farming. Had max 75/75 Northrend cooking skill, level 60. In case anyone is wondering if that location is still a viable farm spot as of Shadowlands, it appears so...

Haunted Herring: I farmed these like 2 minutes and Recipe: Haunted Herring dropped.

I runned 1x heroic and 2x normal Ahn'Kahet: The Old Kingdom and killed every npc.
At first run (HC) Recipe: Tasty Cupcake dropped.
At second run (Normal) Recipe: Last Week's Mammoth dropped.
At third run (Normal) Recipe: Bad Clams dropped.
