This is one of the few buff foods with a lower than average level requirement.
Foods like this are normally for level 25.
The lion meat drop rate is decent for all the lions that do drop them, and the level range (23-34) is wide enough for both expert and artisan cooks to make some good meals out of them for either lower level alts, guildmates, or even themselves.
Yes, it's unfortunate that the minimum level requirement to do the quest to obtain this recipe is 30 when you can eat the steaks at level 20, but you could get lucky and find it at the AH.
