This is the WotLK version of the Seaspray Emerald, the epic green gem. Already in the game files, it has been officially introduced in patch 3.2.0, when it can be obtained in the following ways:

prospected from Titanium Ore;
created by an alchemical transmutation using 3 Forest Emeralds;
sometimes found inside an Icy Prism created by a jewelcrafter;
bought for 10 Emblems of Heroism from Arcanist Ivrenne, Magistrix Lambriesse, or Harold Winston in Dalaran;
exchanged for 10,000 honor points from Captain O'Neal in Stormwind or Lady Palanseer in Orgrimmar.

Eye of Zul can be cut in the following variations by a 450 Jewelcrafter (the respective designs can be bought from Timothy Jones in Dalaran, Inessera and Nemiha on the Aldor's Rise and Kirembri Silvermane on the Scryers' Tier in Shattrath for 4 Dalaran's Jewelcrafter's Tokens each):

Timeless Eye of Zul: +10 Intellect and +15 Stamina;
Jagged Eye of Zul: +10 Critical Strike Rating and +15 Stamina;
Vivid Eye of Zul: +10 Hit Rating and +15 Stamina;
Enduring Eye of Zul: +10 Defense Rating and +15 Stamina;
Steady Eye of Zul: +10 Resilience Rating and +15 Stamina;
Forceful Eye of Zul: +10 Haste Rating and +15 Stamina;
Seer's Eye of Zul: +10 Intellect and +10 Spirit;
Misty Eye of Zul: +10 Critical Strike Rating and +10 Spirit;
Shining Eye of Zul: +10 Haste Rating and +10 Spirit;
Turbid Eye of Zul: +10 Resilience Rating and +10 Spirit;
Intricate Eye of Zul: +10 Haste Rating and +10 Spirit;
Dazzling Eye of Zul: +10 Intellect and +5 Mana every 5 seconds;
Sundered Eye of Zul: +10 Critical Strike Rating and +5 Mana every 5 seconds;
Lambent Eye of Zul: +10 Hit Rating and +5 Mana every 5 seconds;
Opaque Eye of Zul: +10 Resilience Rating and +5 Mana every 5 seconds;
Energized Eye of Zul: +10 Haste Rating and +5 Mana every 5 seconds;
Radiant Eye of Zul: +10 Critical Strike Rating and +13 Spell Penetration;
Tense Eye of Zul: +10 Hit Rating and +13 Spell Penetration;
Shattered Eye of Zul: +10 Haste Rating and +13 Spell Penetration.

Update (retail build 10192):

Updated the list of epic design vendors;
Corrected the design price from 5 to 4 Jewelcrafter's Tokens;
Reverted the transmutation change back to 3 Forest Emeralds.

Update (build 10048):

Epic gem transmutations now have a 20-hour cooldown.
Eye of Zul now costs 10 Emblems of Heroism, down from 15.
Transmute: Eye of Zul now requires 3 Eternal Life instead of 3 Forest Emeralds.

The following gems can be transmuted by an Alchemist without a cooldown. The link is to a blue post confirming what Alchemists on the PTR are experiencing. I have xmuted dozens in a row and the lack of CD is not a bug. So, expect the epic gems to come more into a reasonable line as far as prices go after a few weeks of the patch.

(6/30/09) Build 10048: The 20 hour CD has been placed on epic xmutes and significant changes have been made to the materials required. The information below has been updated as of the stated build.

(8/6/08) Live Patch 3.2.0: Changed the Eye of Zul requirements to reflect the state which the patch was taken live.

Transmutable gems in 3.2.0 and the required materials:

Cardinal Ruby: 1 Scarlet Ruby and 1 Eternal Fire instead of 3 Eye of Zul
Majestic Zircon: 1 Sky Sapphire and 1 Eternal Air instead of 3 Sky Sapphire
King's Amber: 1 Autumn's Glow and 1 Eternal Life instead of 1 Majestic Zircon and 2 Eternal Life
Dreadstone: 1 Twilight Opal and 1 Eternal Shadow instead of 3 Twilight Opal
Eye of Zul:3 Forest Emerald
Ametrine: 1 Monarch Topaz and 1 Eternal Shadow instead of 1 Majestic Zircon and 2 Eternal Shadow

The name of this gem points toward "Zul" meaning a troll god and not city or great.

It is speculated that there are other meanings for the word.

* Zul may mean "Great", hence "Zul'jin" would mean "Great Chief" and "Zul'Gurub" would mean "Great Gurub" or "Great City of the Gurubashi".
* Zul may also be a troll god. Pointing to this is Altar of Zul in the Hinterlands.

3 Forest Emerald to make it, in my server they sell for 12g each, its like 36g for a Eye of Zul , they sell it on AH for 140g

Can someone throw me a bone here? I'm wracking my brain and can't come up with a PvE use for green cuts. PvP, it's nice for stam/resil in a blue socket or some such, but PvE?

Tanks use blue/purple, maybe the occasional red for dodge.
Healers use red/orange/purple.
Caster dps use red/orange, maybe the occasional purple.
Str-based dps use red/orange/yellow? Not completely sure.
Agi-based dps use yellow mostly. Nothing about mixing to green would be preferable.

I'm sure I'm forgetting something...

My advice? Vendor it !

I've put an Eye of Zul on AH maybe one or two dozen times so far, always listing it below the "going rate" per Auctioneer, and it has not sold. (And I tend to post on Friday nights for 48 hours, to maximize traffic, too.)

The deposit is 3G (for 48 hrs), so I'm out something like 36-72G in deposits so far. I should have vendored it right away, but I didn't do (until just now) the simple check for what you can convert it into: clearly level 80 epics are poor return on effort, now that leveling to 85 is much more productive.

This item USED to sell for 5g. As of patch 6.1 it now sells for .20s

One of the many things dropped in vendor value.

The biggest one so far: Shan'ze Ritual Stone 20g, now patch 6.1 sells for 1g
