This was added in patch 2.4, so the drop rate is probably skewed since Capacitus has been killed numerous times before the patch.

Armory page list the drop rates at 15% - 24% on normal and 25% - 50% on heroic.
Hope that clears things up.

Make sure you actually have engineering before attempting to farm it. Its a schemetic and will only drop if a person in the group has the profession

Took me 25 runs to get it on normal mode.
15-24% doesn't seem right.

Got it on first run on normal, thinked to farm rep with The Sha'tar to honored so i can do it on heroic, but as I have seen, it would take me alot of time so have decided just to go on normal, lucky me

Went there today, and some post said it might be higher on Heroic so I went in and got it on the first try. Might have been luck, probably was. :P

Just got them on regular mode, on my second attempt., third attempt overall.

I ran it twice on normal and no drop. I ran it on heroic and it dropped the first time. I guess you can draw your own conclusions. :)

Ran this on normal 5 times and no drop. Ran it once on heroic and it dropped. Get the heroic out of the way first is my advice.

Dropped on normal - just run in, kill, run out, reset. Shouldn't take too long
