I stated this also on the NPC section, but it still applies here as well:

Imp in a ball is a "Loot Card" from the World of Warcraft trading card game. The loot card gives you an "Imp in a ball".. Its part of the new "Dark Portal" card set release.

As far as this being a possible NPC ingame, I cant tell. According to Blizzard, when you take the ball out & ask a question, you can right click the imp for an answer. 'Upper Deck' has also been heard stating in a future patch the imp will speak to your whole party! How Fun!

I'm rather disappointed after receiving the Imp in a ball. I was hoping for something more spectacular. Unfortunately the imp vanishes after being right clicked on and whisper an answer, often an answer which can't be related back to the question.

I'll fraps the point from which I click on the imp until when I receive my answer, let's just say I was hoping for something more graphical.

Aww, I got the card but it didn't have the loot code. I guess not all of the cards have the loot codes on them.

Got it today. All I can say is that currently it's not too exciting. You right click the item, the imp NPC appears briefly (as seen on the screenshot), whispers you the random answer and disappears. Nothing to show off. Others can't use the NPC other than seeing him. Hopefully Blizzard changes that in future patches.

I can confirm that the imp in a ball as of this patch, 2.1, it will send a message to your party if you are in a party or raid. If you aren't grouped, it will send it to you in a NPC whisper.

Where does it come from and how hard is it to get?
The Imp in a Ball comes from the World of Warcraft TCG (trading card game)
TCG Expansion: Dark Portal (Official Site)
Card: Fortune Telling
Rarity: 1/484 booster packs
Distribution: Dark Portal booster boxes contain 24 boosters and cost approx $40 USD (inc. shipping), therefore the average cost of obtaining this particular loot is $807.00.

How much would I expect to pay for one off eBay or similar?
According to http://www.wowtcgloot.com/imp_in_a_ball.htm (most information sourced from there), the lowest Buy It Now price starts around $50 USD upwards to $75 USD, with the average quantity listed hovering around 3 items.

Facts:

It makes the same noise when a warlock summons an Imp.
The imp shakes up and down for a few seconds, and then announces a fortune to your whole group.
It is similar to a magic 8 ball.
Casting time is instant with a cooldown of 30 seconds.
The number of different fortunes is very large.
The answers given can be cryptic as well as insulting.
Useable at any level and therefore available for twinks.

How do the Loot cards work?
Loot cards are special rare versions of WoW TCG cards found in booster packs, starter decks, and raid decks that have a revealable unique code. Once this protective layer concealing the code is scratched away, a 25 digit promotion code is revealed that can be entered into the Blizzard offical promotions page. These codes work for both US and EU servers.

I have the 25 digit loot code, now what?
All accounts from every region in the world use http://www.worldofwarcraft.com/misc/promotion.html to redeem any and all special loot. This webpage allows you to enter the 25 digit promotion code and also select the region and realm for the character that will receive the loot item.

Upon succcessfuly submitting the above information, you will be presented with an in-game code. Write this code down or print it out; you will need it to retrieve your item. Log into the game with the character that is to receive the item and travel to Booty Bay in Stranglethorn Vale. There, you will need to find a goblin by the name of Landro Longshot. He is located on the lower parts of Booty Bay on the docks, and should be easily recognised due to the fact that he has a distinctive purple shirt and two body guards next to him.

When you find Landro, he will first ask if you are here for a promotion, and then ask you which TCG expansion your item comes from (or Points Redemption); check your loot card if you are not sure which item that is. Ensure you have got bag space to hold the item!

According to wowhead there is several versions of the spell when you click it, most notable a different spell for when a rogue uses this item, anyone know what that difference is?

Looking at WoW's growing list of "vanity" items, I consider the Imp in a Ball probably the most entertaining. Can definetly cause some laughter in a group while waiting for that last partymember to arrive ^^

The only sad part is that, only people in a party with you (a max of four others) can see the responses, at any given time. The Imp's answers are transmitted in party chat... which often amusingly shocks some players who have never heard of this item! Other people in the same room or raid only get to see the imp gurgle and shake.

I do see the potential for abuse, but it's not like we don't boot people from raids who are annoying for other reasons. Why not allow it to give raid-wide responses too? The value of this item would definitely increase.

Other than the loot card itself, this will be obtainable with the Mists of Pandaria expansion pack through the Black Market Auction House. Be prepared to pay big for it!

You can find one of these guys in the Jade Forest as a part of the environment, located at 25.7, 27.7. Submitted a screenshot of him. Creeped me out at first because I had no idea what it was!

There is an imp in a ball in the umbral halls during the Dark Portal quest chain.
Right when you meet Yrel before accepting her quest to escort her to safety.
It is floating in front of the monolith

Imp in una Palla looks great in the Trading Post, but it’s only up for 10 seconds before it disappears. Can’t even get a good look at it. (30 second cooldown)

You don’t interact with it. It simply gives you an embellished YES or NO answer, whether or not you’ve thought of a question.

I read that this was a Trading Card toy, so it’s rare, but IMO that’s not enough.

Would be great as a battle pet that follows you around.

No control over where it appears — spawned on my character’s head 5 times in a row. Edit: Move away quickly to separate self from Imp before it despawns.
