I can almost assure you that these only drop during the quest to kill these mobs. I must have killed 15 before I noticed there was a quest to kill them. Then, when I got the quest, it dropped off of the 1st and 2nd kill.

While getting this before you get the quest "...and a Time for Action" (http://www.wowhead.com/?quest=10713) is not impossible, I strongly suspect that the drop rates are much higher if you have the said quest.

Spent almost an hour farming for this thing, and still have not gotten a drop.. drop rate sucks.. or atleast for me it does

After an hour of trying to get the note that starts the disguise quest line, I was unable to get it to drop, and skipped it in the hopes that I would still be able to get disguise pieces in the wyrmcult cave.

This is not the case... you first must be lucky enough to get the note, in order to buy the provisioner's cloak or orb, much to my sadness. I'm going to spend a few more hours later on trying to hopefully get the note.

Make sure you check your inventory before you start grinding to get this note... I killed at least 60 mobs (I know from the netherweave) trying to get this before realizing it was sitting in my inventory.

Patch 3.3.3. Confirmed: After doing the 'A Time for Negotiation' the Meeting Note dropped after the 10th kill or so.

Another confirmation: dropped today, even after completing the quests for killing those dudes.

Yesterday I tried farming this for about an hour with no luck, although my 85 feral cleared all the camps several times over. Went back to do the Blade's Edge quests achievements and of course I'm 3 short of the achievement. Haven't seen Overseer Nuaar ever; either the first time through or recently. Maybe he is now a rare spawn? I think I did the quest for killing these guys the first time around but who can remember?

I'm guessing (partly from the comments above) that this drop is either glitched or the drop rate is stupidly low for those who haven't done http://www.wowhead.com/?quest=10682 (A Time for Negotiation). If you are a Time-Constrained Player like me, forget this and try something else, like an email to the designers...

Trick might be to first complete the quest chain. I went back had 2 quests left for the ach and got it in 3 kills. I might be lucky =O GL

I farmed this for about an hour with no luck. Went back to Kuaan Weld and grabbed the quest, ...And A Time for Action, got the note on my 5th kill. Strongly suggest you get this quest.

Not sure if the drop chance has changed to be much higher or 100%, but I got the meeting note on my first kill. Either I'm really, REALLY lucky, or they must have made it easier to drop. Can anyone confirm somehow?

In my case (horde) this item was dropped by one of the Wyrmcult Poachers a little north/northwest of Ruuan Weald in Blade's Edge Mountains.

Okay so I came to Blade's Edge Mountains to finish off all the quests for the achievements. When I enter a new zone I go around and collect all the "Start Quest" items, this never dropped for me after about 300+ kills, around 5-6 full clears of the cave along with the ridge... nothing...

I decided to grab the rest and I can confirm the following drop on the first few kills...

However this item never dropped... UNTIL... I started the quest 'Bracconiere tra i bracconieri' and '...E un tempo per agire' once I started these quests BOOM 1st mob I killed dropped the Meeting Note. For all I know this could have just been a very random lucky drop but after farming so many of them and not getting the note then to have it drop off the 1st mob while on those quests seems a little too ironic.

After farming this for a bout an hour or so and coming up empty handed, I decided to come here and read the comments.

I picked up the "A time for Negotiation" quest from Tree Warden Chawn.

Find and talk to the Overseer Nuaar who patrols between ALL the camps. Don't rely on questie marks.

Turn in and get "...and a Time for Action" from Tree Warden Chawn.

I got the note on my first kill, but there is a droprate and RNG is probably still involved.
