after doing all the mastery quests you should have a ton of Talbuk and Clefthoof meat.

If you are Unfriendly with Kurenai on the toon you're trying to learn this on, like I was, and have another toon that was able to talk to them, like I did (Honored in my case), then you can buy the four recipes from the NPC on your other toon and mail them to your cook, and the cook can then learn them.
