Once you have equipped this, which adds it to your transmog appearances, your other toons can use this appearance for their hat; however, Level 110 is required to use this appearance.

If you have a lowbie banker toon, you can send the unbound hat to that toon, because a level 1 can equip the hat (which gives your banker toon the "appearance" of the hat by virtue of wearing the hat itself, not through transmog).

However, if your lowbie toon equips this hat, you will not be able to place other transmog appearances upon this hat. Your level 1 banker cannot go to the transmogger while wearing this hat, and make it appear that they are wearing some other hat from your collection. If you want your level 1 toon to use a hat appearance from your transmog collection, have the toon wear an heirloom hat, and this will make a few transmog selections available (there is a level requirement to use most appearances).

tl;dr Your other toons cannot use this transmog appearance if they are under level 110.
