Can this tabard only be used with Mag'har? It seems like the only tabard that matches the dark red version of the Honorbound armor sets perfectly, and it's honestly my favorite Horde tabard design. I'll be suuuper bummed if it's restricted only to that gorgeous race.

While this item does not have a "Orco Mag'har" tag visible here, or in-game when you obtain it, I believe it did have a "Orco Mag'har" tag when I moused-over the quest description&rewards when I picked up the quest (Per l'Orda) to obtain it.
Regardless, the end result is that, as with the race tabards (and Heritage armor sets) from the other Allied races, it appears to be race-locked for transmogrification. I can use the visual only on my Orco Mag'har character.

Greetings, I think i have sold this tabard, and now i dont know how to get it back, I will not be satisfied with a transmog. Now im waiting for a GM response (response time 6 days) Should I delete my character and make a new one (120 already) or is there a way to get it back? Please answer if you know. Thank you.

Hello, I sold this tabard by mistake, and i dont know how to get it back.... Was someone succesful in getting it back after such incident? Have the Gm's helped you?

This tabard is restricted to Mag'har Orcs only.
Only Mag'har Orcs can do the quest to acquire it, and it doesn't show up in the appearance tab for any other race.

For anyone who is planning to race change to a Mag'har--or already has--and were wondering if you can acquire this tabard even at a higher level, you can.
After race changing my character, I was able to pick up the quest at 60 by going to Overlord Geya'rah in the Valley of Honor of Orgrimmar.
