This item can be pickpocketed from the Ethereal NPCs inside the "Seat of the Triumverate" dungeon. I tried pickpocketing the Ethereals in Mac'Aree (the ones outside the dungeon), but none of them had pockets to pick apparently! So, it seems that this item can only be acquired inside of the dungeon.

Take note that only the Ethereals inside the dungeon can be pickpocketed: the void-infested Krokul/Broken Draenei suffer from the same lack of pockets. Also take note of the fact that most of the dungeon is locked behind the first boss, so to get access to the majority of the NPCs (for pickpocketing purposes) the first boss will have to be killed. However, there are 9 Shadowguard Subjugator NPCs inside the first "room" of the dungeon, and it's possible to simply walk out of the dungeon, reset it, and keep pickpocketing those same NPCs over and over.

As for why someone would want to get this item? Well, aside from those rogues that just like collecting odd items, I've found that the pickpocketed alcoholic beverages end up being very popular on RP servers, and these ones are especially attractive amongst Void Elf roleplayers. So whether you want to collect them yourself or just want to sell them on the Auction House, that's how you get a hold of them.
