This only works for Holy. It doesn't explicitly say this on the tooltip, but trying to apply it as Disc will not work.

As of 8.1. Glyph of Angels remains bugged and not only activates off every healing spell, but pretty much every action you take related to a spell, buff or trigger effect; including mounting up, summoning a pet, taking a flight path and using toys. If you have a trinket or Azerite trait that gives a continuous triggering buff effect like Incandescent Sliver, the wings are active pretty much 100% of the time. Can't say I'm complaining, the wings look cool and add a lot of visual class distinction since the removal of set pieces.

Ladies and gentlemen, a moment of silence for our fallen shipmate. As of 8.3.0, this glyph works as intended. No more 100% wing uptime, no more proccing for any reason or no reason at all—it only procs once in a while and, from what I can tell, only from healing spells.

For anyone who was initially confused as to why they couldn't use this glyph after level 25, it only works after you've gotten your mastery, as documented here by blizzard themselves. It additionally works only on holy as well, so don't waste your gold to use it as disc.
