The potion, new as of Legion patch 7.1, will grant 2500 Stamina, Intellect, Strength and Agility for 1 minute. It does not affect secondary stats.

The materials for every 10 Pozione del Potere Prolungato are:

Sangue di Sargeras X 1
Ampolla di Cristallo X 10

Last edit: This was hotfixed on day 2, I came back and all recipes were back.

Seems the vendor is bugged for now, she has no recipes including this one.

Edit: I am also exalted, so the bug being only for exalted folks appears correct.

As of today (25/10/2016) in-game tooltip says rank 3 is dropped by Na'zak the Fiend, a world boss in Suramar.

Exalted and know rank 1, and she doesn't sell the rank 2 pattern.

Want to make this new potion without the Dalaran Alchemy Table?

Too bad, it's glitched. Currently, if you blitzed through everything Suramar had to offer and are Exalted with the Nightfallen, you can't buy it.

However, if you're only Revered, you can.

Ricetta: Pozione del Potere Prolungato is sold by Prima Arcanista Thalyssra in Meredil, Suramar. It requires you to have Revered reputation or higher with Esuli Oscuri.

Note: 10/25/2016 had a bug. If you were Exalted, the item did not show up. Fixed.

Just went and check was able to buy rank 2 I'm sitting at exalted as well.

this recipe shows red at the vendor EVEN if you have the rep and you can learn it! made me skip it and try to get rank 2 by crafting thus i wasted a lot of mats for nothing.

IMO worth the gold, if only because the alchemy station is no longer needed. If you can obtain Rank 3, even better.
