When used it broadcasts a message. I assume everyone in the Underbelly can see. It says:
"<name> has signed a contract with the Widowsister rogues! Hang onto your wallets!"
After a little while some hostile npcs, all with the name "Widowsister" started appearing. They had roughly 2000k health. They were all stealthed.
I killed one and it dropped 10 Occhio Ciecos
This is just guessing, but from the message you get after using the contract I assume that the widowsisters pickpocket nearby players in the Underbelly and then you can kill them or pickpocket them for the Occhio Ciecos they stole.

Does anyone know if there is a CD on this? I'm farming eyes for the Underbelly Tycoon achievement. It seems like I used one, killed all the sisters and used a 2nd contract and nothing happened.
