Seems to be bugged. When I use it, it consumes one, but I don't start drinking and recover no mana.

Mage food is currently the best mana regen food in the game. But this item gives just as much mana!
So buy up if you dont have a mage in your party ;)

Water that provides 1,200,000 mana over 20 seconds is better.

Even as a gnome with Expansive Mind, 5% mana pool per second for a 1,155,000 mana pool provides only 57,750 mana per second. Water like Ley-Enriched Water provides 60,000 mana per second. So regardless your race, this water is not the best. You should buy the 1,200,000 over 20 seconds water.

As of BFA, when trying to use over 110 it will prompt a message saying the targets level is to high. Now while there is no indiciation on the item has a maximum level restriction.. It is unsure whether or not this is a bug.
