Ondina Fetida is dropped by Inquinus il Fetido. To summon Inquinus il Fetido you need to talk to Filandras Evocanebbie at the coordinates 68/45 in Val'sharah. You have to wait for a short RP before the elite spawns.

Currently, Filandras Mistcaller cannot be talked to, so Pollous the Fetid cannot be spawned in.

Perhaps there are certain quests that must be done first, but I've been over there several times and none of us were able to interact with him to start the event.

We had a bug on beta (or maybe it is intended), that it was impossible to talk to the NPC. NPC was resetting only after server restart, or maybe after some time. I have never done anything special in the zone. Just checked NPC couple of times a day and one day he had a dialog option. So i don't think it is related to the storyline, but who knows. I already had full storyline when i first saw him

Apparently this has been changed on live since Filandras Mistcaller, who used to summon Pollous via an event, was constantly breaking.

Pollous the Fetid now just endlessly patrols around the area in a small circle and has a very short respawn timer.

if you start from "Starsong Refuge", follow the stone path north. At the curve, goes to the left on the dirt road and follow it to the bridge. Below the bridge on the right side rotates Inquinus il Fetido his rounds.
