If you have rank 1 Aethril, this will drop randomly while gathering Aethril with a rather small chance. I had about 180 Aethril in my bags when I finally got it, so it takes a while.
I got mine at about 54,17; right next to the withered area. Since the quest has to do with the withered, this might not be a coincidence.
If you're looking to learn Aethril, your best bet is probably to farm Aethril near withered in northern Azsuna.

I've gathered 512 Aethril from 100 nodes while having 1 star aethril gathering and 795 herbalism skill and still haven't dropped this.
RNG seems to be really wild on it. Thanks Blizzard, there's nothing more fun than having to wrestle RNG to get stuff we need to progress in our professions.

Gathered around 500 aethril from 80-100 herbs while having the 1 star upgrade, which seems to suggest that the droprate is semi-low. The quest item dropped for me from a herb just north of The Ruined Sanctum in the southeastern Azsuna, seemingly confirming that the quest item is indeed a zone-wide drop and not limited to the presence of Withered mobs.

Picking up herbalism and starting with 1 skill, I ran around the world and did the first missions. Then started going for rank 2s. I have 250 herb in my bags when the Q poped and my skill is 132.

I was level 100 and skill ~150 when I looted this from an Aethril herb in the area with withered and blue dragons. I assume this has a high drop chance from any Aethril herb near any area with lots of withered.

All these comments quoting their skill levels suggests to me that it doesn't depend on that.

I got it fairly quickly after finishing all Rank 1 quests, and finishing the Rank 2 Felwort quest.

I had 147 when I was done, I just rode around the outskirts and occasionally cut in the middle. On the plus side I'd farmed over 1000g worth.

Finally got mine. (67.25, 46.03 - Olivian Veil, Azsuna) Gathered 588 Aethril total. Toon lvl 110, skill 74, 1st star upgrade.

I can confirm this:

I looted prolly 1k and nothing, then I thought maybe its cuz i have another herbalism quest open. Anyway I completed that quest, then went to farm aethril, and first plant i harvested I got the quest. If you have another quest open it might be bugging it out, hope this helps someone /shrugs

I also looted nearly 1k of Aethril, then came here and read this. Sure enough, I had the quest for the 2-star Fjarnskaggl in my log. So I finished that, went back to Azsuna, looted 3 herbs - and with the third herb came the strips of silk.

So yes, this helped me, thx!
