These neat little items can be looted from Feral Stones on the ground just northeast of Thas'Talah where you find the Wretched Sisters Bonus Objective. It gives you the buff Aspect of Shakama for a short time and grants you the abilites Primal Rake, Primal Bite, Primal Pounce, and Primal Prowl. Having this buff unfortunately makes you unable to rouse the petrified NPCs in the area. There are also Balance Stones and Guardian Stones in the area which provide their own buffs.

Fun fact: This is not bound and can even be sold on the auction house. Though, it is unique and you can only pick up one.

I found one of these in the flower bins around one of the houses in Lorlathil. They are not soulbound, but are unique.
