Diario dell'Ingegnere Maatun can safely be deleted; it's a "flavor text" item from Harrison Jones's Crystal Reborn quest chain with background on the Dream of Argus crystal. Each of Harrison Jones' six quest chains needed for the Maestro Cacciatore di Reliquie achievement leaves a similar soulbound book in your inventory, each of which can be deleted after finishing the quest it's from:

It seems that most quest-lines provided to you via Harrison Jones will leave you not only with enlisted rewards, but also a handful of books which have little to no use.

This quest appeared to be bugged for me when i tried to pick up the book. It would start through the motion, but never finish. I dropped the quest re-aquired and had the same problem. After that, i checked my bank and sure enough, I already had the Artificer Maatun's Journal in there, so I could not pick up another.
