This is one of the components for the Auctioneer that can be constructed in your trading post. Once you get a Emporio Livello 2, you will find a broken Antico Meccanismo di Commercio on the floor. To fix it, you need to complete the quest Asta per parti which requires 5 modules.
Each module is made up of 3-4 components, which individually drop in specific places.
Note that all modules and individual components can be traded, vendored or auctioned.

I just had this drop off of the Corrupted Wing Guardian (elemental) ties in with the Guardians of the Plateau. It is east of the Throne of Elements in Nagrand.

They are all BoE so you can obviously buy them all but it's fairly costly and I personally couldn't find all the parts in the AH.

All super cooling parts have a decent drop rate at Shadowmoon, Swamplight Trail (Where you were sent by Fiona, to collect parts for the elixir you brew together, the inland path between roughly 50,60 and 49,58). The 'Riot Blossom' and 'Swamplighter Drone's around here are simple AoE mobs (which I were farming for my bodyguard rep) and I dropped all 4 parts (multiple of them) before I got best rep with one.

The Iron Peons just below Generale Kull'krosh . They are standing together with 2 Iniziato Cantaguerra .

Make sure you have Cross Realm Assist. Once you have killed the pack of 15 peons, use addon to jump realm and kill the new spawn. Each kill takes 15-20 seconds. I managed to get my Coolant after 17 realm jumps, thats 7-10 minutes. And after few realm jumps i got the Regulator. So after a total of 400 kills,20-25 min I got both the Refrigerante del Sistema di Raffreddamento and Regolatore del Sistema di Raffreddamento .

After checking WoWhead for the In-Garrison Auctioneer parts list, I tried going after the Iron Peons at Ironfist Harbor. Not having the Add-on to do the Realm-jumping suggested, I ended up waiting for a respawn of the small group below General Kul'Krosh, which took far too long. I then started circling the area, killing anything that moved, and after an hour of no parts dropping, went back to Wowhead for more research. After reading through every comment on ALL the parts, I followed the suggestion of Aspasito, and went to the Swamplight Trail. After roughly 2 hours, I had killed 144 Swamplight Drones, 157 Swamplight Workers, and just under a thousand Riot Blossoms. I looted 4 Super Cooling Pumps, 3 Super Cooling Tubing parts, 1 Super Cooling Regulator, and 1 Super Cooling Coolant jug, picked up 4-5 greens, and pocketed a little over 200 gold in Vendor trash. Done.

The area is used for Farming/Questing by both factions so there might be some competition. Be Warned, if you are Horde, the nearby Rangari Encampment can be a pain. They are technically Stealthed and quite hostile, with several patches of Riot Blossoms very close to them. There are more Riot Blossoms on a ridge above the camp as well.

Those of you who are having poor luck with farming at the Swamplight Trail, you can try killing the Sporoide Sputatore di Vallombra at 47, 77.

The Podlings (and everything else) in Gloomshade Grove (around 40.77 21.45, you can also see the place's name on the map, upper middle) in Shadowmoon Valley were a pretty good farm spot for me, tons of them around in groups and the respawn rate is decent. Works best if you're ranged and can AOE them fast with something like Sbarramento, having a Depredatore di Bottino Automatico and / or level 2 Stables in your Garrison for mounted looting is even better.

F armed Ironfist Harbour in Nagrand (all mobs) and it took me about twenty minutes to get the Regulator and two Pumps. The Regulator dropped from the Warsong Initiate.
