This item can be obtained by looting a beehive at the southernwaterfall in Byvari Overgrowth. I was able to get the toy without any quest.

But beware. Bees.

Looted from the later Swamplighter Hive found in Shadowmoon Valley (Draenor) at 55,75 near the large southern waterfall in Blademoon Bloom, under a tree and surrounded by a group of Fuco Ardipaludi that will attack when you take it.

The on-use effect is a swarm of insects buzzing around you.

Dec 6th drones seem to be nerfed... No longer a good place for rapid bodyguard levelling as there are a lot fewer to kill, and re-spawn is a lot longer now.

For some reason, you can use this toy while flying by wind rider service.
Worked for me from Garrison to Wor'var.

Attacked by bees (on purpose) while stuck flying O.o
