This is, without a doubt, a non-engineer P.O.S.T.A..

My guess is that it will be up on Auction House for 10k for the first week of WoD, but it's going to be flooded by it and will go down to 250g in no time... Engineering isn't the way to make money, /sigh

Downsides compared to P.O.S.T.A.:
-2 hours longer cooldown
-Last for only 5 minutes, down from the 10 minutes that P.O.S.T.A. does
UPDATE:
-Has only 3 charges, while P.O.S.T.A. has an unlimited amount

EERRRMMMAAAGGGGEEERRRDDD! Yes, it's about time :). When you are a high level toon and you are farming for mats in lower level dungeons/raids, it can be frustrating when you find yourself with the message "your bags are full". AACCKK! So this will help alot...thanks Blizz! But the cooldown is just silly. 3 hours? really ?

For people not on the beta and don't know, this item is NOT built by Engineers. It's a vendor item (~1.5g each; 3 charges per buy) from a vendor at your small plot Garrison: The Engineering Works, and you only need to have them as a small plot to buy it (in addition to getting pretty much every non-ENG recipe in WoD!).

Obviously inferior with half the duration and triple the cooldown of the ENG version, P.O.S.T.A., this, and the other non-ENG items are going to make ENG a typically weak profession this expansion, only having Nitro Boosts (and it's terrible now, sharing a cooldown with Potions), Blingtron 4000/5000, and Goggles (which can be replaced with raid gear anyways). Also the Wormhole Generator on a FOUR HOUR COOLDOWN, but you can just use the Mage Tower at your Garrison instead, which has NO cooldown.

And for anyone wanting Alfred, there is now Walter, who isn't as good/cool, but is also bought from the same vendor who sells GUMM-E.

This item is a very unique one! I've compiled some information on it below:

P.O.S.T.A. per Tutti is an item very similar to the Engineering-only P.O.S.T.A., without the profession requirement.

This mailbox can be used by anyone, of ANY LEVEL!
The flavour text jokingly alludes to this: "Normally too complicated for the common person, this particular mailbox has extra-large buttons and instructions on it."

This mailbox can be purchased from a follower with the Ingegneria trait, when assigned to the garrison Engineering Works.

Apprendista Ingegnere Andren / Kal'gor l'Onorevole is guaranteed to have the Ingegneria trait.

Available to Alliance only
She is rewarded as a follower from the quest Amici degli Esarchi (as a choice among 3) OR available for 5000g from Deluwin Soffiacampi in a Level 3 garrison (if you selected a different follower for that quest).

An alternative is to recruit a follower from your Locanda di Calaluna / Taverna di Rocciafredda Livello 2. Speak to the headhunter (Akanja (H)/Lysa Serion (A)) to request the Ingegneria trait for a selection of followers you can recruit with this trait.

The item has 3 charges - it is consumed after these charges are used.
As this item is Bind on Use, it can be traded or bought/sold on the Auction House. It is the only Engineering Workshop item that isn't Bind on Pickup.
This item can be stored in Engineering bags, like Cassetta degli Attrezzi d'Elementio.
P.O.S.T.A. per Tutti lasts for 5 minutes once spawned, and has a 3 hour cooldown.

The cooldown is shared with P.O.S.T.A., so there is no point in an Engineer having both.

Once used, the mailbox that appears can be used by anyone who is the same faction as the person who spawned it.
This item has the "Unique: Engineering Workshop Item (1)" tag, meaning that only 1 item purchased from an Engineering follower can be in your inventory at one time. These items are listed in the chart below.

This means you CAN'T have multiple P.O.S.T.A. per Tuttis in your inventory (including your bank!)
A way to hold on to more than one is to use the mail system. Note that these will sit in your mailbox for 30 days before expiring PERMANENTLY (unless you loot them and use or re-mail them):

Mail them to an alt for safe keeping (one by one). You can them leave them there or just return them for use on your main.
List them for auction, then cancel them to put them in your mailbox (one by one)

The items that are available from the Engineering Works followers have some interesting utility and perks. Anyone (even non-Engineers with the Engineering Works building) can purchase and use these items.
They are available for sale from the follower itself, who hangs out around your Engineering building. Note that these followers sometimes wander a bit, so may not always be found in the building itself, but nearby in the garrison.

Below are the other items sold in the Engineering Works with a follower assigned to it.

Walter	Non-engineering version of Alfred. 2 hour cooldown. Binds on Pickup. 3 Charges. Grants bank access to the person who dropped it. Note that bank access will not be present if you have switched out your Engineering Works for another building before using this. Lasts up to 6 minutes, but often less than this (randomly despawns). As well, for the person dropping Walter and for all other people, Walter is a vendor that has repair functionality. Unique: Engineering Workshop Item (1)
Riflettore Ultra Elettrificato	Trinket. +138 Versatility. Requires Level 91. 3 minute cooldown. Binds on Pickup. 15 Charges. Use: Reflects Shadow and Nature spells back at their caster for 5 sec. Unique: Engineering Workshop Item (1).
Riflettore Giroradiante	Trinket. +138 Versatility. Requires Level 91. 3 minute cooldown. Binds on Pickup. 15 Charges. Use: Reflects Fire and Frost spells back at their caster for 5 sec. Unique: Engineering Workshop Item (1).
Lanciarete degli Gnomi	Trinket. +138 Versatility. Requires Level 91. 3 minute cooldown. Binds on Pickup. 15 Charges. Use: Captures the target in a net for 20 sec. The net has a lot of hooks however and sometimes gets caught in the user's clothing when fired. Only item that is not "Unique: Engineering Workshop Item (1)" - does not prevent you from getting one of the other gadgets from the Engineering Works.

The pet Peone d'Argento/Scudiero d'Argento is obtained as a quest reward after becoming a Champion at the Argent Tournament. The Briglie del Pony d'Argento is available for 150 Sigillo del Campione from Dama Evniki Kapsalis at the Argent Tournament. Using the Briglie del Pony d'Argento "upgrades" your gruntling/squire, allowing access to ONE of the following every every 4 hours: - Mailbox - Vendor - Bank The option you select is usable by interacting with your gruntling/squire. Selecting any one option makes the other two unavailable until the 4 hor cooldown has passed. Whichever option you choose each time is available to use for 3 minutes, after which access ends. Once used, mailbox can only be accessed by you.
Sacerdote dell'Artiglio Ishaal Location: Draenor only	None	Unlimited	The follower Sacerdote dell'Artiglio Ishaal is available after completing Tra l'incudine e l'Arakkoa/Tra l'incudine e l'Arakkoa (finishing all quest storylines in Guglie di Arakk). Ishaal has the Guardia del Corpo ability, and can be assigned to the garrison Caserma Livello 2 to act as your personal bodyguard. After doing this, killing mobs that grant experience will provide reputation with Sacerdote dell'Artiglio Ishaal; upon reaching the third level of reputation (Personal Wingman), this follower grants the ability Bonus di Ishaal - Corvo del Corriere, allowing Mailbox access while in Draenor. Mailbox access via Sacerdote dell'Artiglio Ishaal is only available to you, and only when Sacerdote dell'Artiglio Ishaal is with you. This does not work in Ashran or Lancia da Guerra/Scudo del Vento, where followers are not active.
Imp Insolente Location: Draenor only	1 hr.	1-2 mins.	Honorable mention, as not consistent or reliable! Drops from rare spawn Maestra degli Imp Valessa in Tanaan Jungle (35% drop rate). Only useable in Draenor. Bind on Pickup. Requires Level 100. When used, will summon an imp that will RANDOMLY do one of the following things: Grants Personal Bank access Grants Guild Bank access Grants Transmogrifier access Grants Void Storage access Grants Mailbox access Offers a teleport to another location (a RANDOM choice of any of the locations in Draenor that Centrifuga del Tunnel Spaziotemporale can take you - including high up in the air!) Acts as a Hearthstone Becomes Hostile and attacks you Walks away and doesn't do anything

Just nerfed on 9/20/16. "You are in the wrong zone." when you try to use outside of Draenor. RIP any sort of residual utility Warlords may have granted us.

It seems that Blizz changed P.O.S.T.A. per Tutti to no longer work anywhere in the Legion expansion area... This, imho, change it from useful to useless.
