When you land, you immediately get netted, but the NPC waves off her guards.

Zentaba is not inside a building.

Find her on top of a flat rock near the razor hill buildings.

You can fly there, just make sure you land on the rock.

FYI, she will appear on your minimap as a speech bubble.
