This questgiver offers a regular quest called Blistering Belestrasza, and after you complete it, he offers a daily called Practice Makes Perfect: Belastrasza. It's basically the exact same as this quest. There's no Wowhead entry for it, and when you complete the race, it sends you back to the daily questgiver, but the quest doesn't complete. So you can basically do this miserable quest over and over for absolutely nothing. No rep, no reward, no completion. This thing is a mess. If you're struggling to complete the race, you just start with 1 as soon as the race begins, then press 2 as soon as it's off cooldown, then immediately press 3, then repeat. If you time it right, you can stay aloft until the 2 becomes available each time. It takes a lot of practice, I must have done it 10 times before I figured it out.

UPDATE: Today I got the same quests, but this time they were for Ruszonia. The flight moveset is different than for Belastrasza, but it's basically the same idea. And just like yesterday, the secondary daily quest won't complete either, even when you win Gold.

Upon accepting the quest, you are teleported to perform a Dragon style race, as a whelp.
But it is completely broken/bugged. Even getting a gold time, the quest will not complete.

This NPC offers 5 different races required to complete the Whelp, There it is achievement.
To get the achievement you only have to complete the races at Bronze level.

The races rotate on a daily schedule of:

Runaway Rusziona
Zhoomsa
Zaleth on the Go
Pole Position Posidriss
Blistering Belastrasza
