This dropped for me today even though the daily is Shipment: Wicked Sun Brooch. I thought it was onlyl supposed to drop on the day of the appropriate JC daily?

If you make this item to the proper item for the quest (adding the gems), you can just keep it in your inventory until the right daily quest where he ask for this one comes, then you just turn it in and you have spared all the time farming the drop in Zul'Drak :)

Note: It drops in Drak'Tharon Keep as well, that was where I got it while doing Heroic.

If your going to post whether it drops, please add if you were on the quest or not. Cause we know it drops off almost any UD in Northrend. (I got mines off Borean Tundra UDs w/ quest)

Worth to note is that it does NOT drop from the Scourge mobs surrounding the Argent Tournament-site, in case you're wondering why it doesn't drop after killing the 15 mobs from Taking Battle To The Enemy.

Naturally, there are mobs that can count for both in the other regions of Icecrown, so it's very possible to do both at the same time.

The closest mob to go to from Dalaran are the mobs in Scourgeholme. Just fly from Dalaran to the Crusader's Pinnacle in Icecrown and there are Reanimated Crusaders and Forgotten Depths Kings right at the bottom of the cliff. About a 30 second flight from Dalaran, even less if you use your own epic flyer

Closest place to get the quest item that I have found is the "Lost Shandaral Spirit" right below Dalaran. Coords are 36, 55 in Crystalsong Forest. Simply fly out of Dalaran, straight down and slightly SE.

still drops of any scourge, just got it from a lvl 69 Warsong Abberation, west from Warsong Hold in Borean Tundra.

As older comments have said, the closest place to get the item is below Dalaran and slightly SE. It drops off the neutral mobs Spirito Perduto di Shandaral. Groups of them can be found here:
/way 36.91, 55.92
/way 38.53, 58.46
