You can submit a work order to have this crafted by an enchanter. You must provide the single Pietra dello Stormo Potenziata (150 flightstones). The remaining materials of 10 Polvere Cromatica and 1 Scheggia Vibrante can be provided by you or the crafter.

As pointed out by others however, you're better off saving your flightstones and having Emblema d'Ombrofuoco del Draghetto Incantato crafted instead.

These are as good as pointless as they're inferior to Emblema d'Ombrofuoco del Draghetto Incantato in almost any way: the Crests give a higher item level, do not require 150 Flightstones each (Pietra dello Stormo Potenziata) and Frammento dell'Emblema d'Ombrofuoco del Draghetto are so plenty you can even go out and farm them rather consistently. The only benefit from this I can see is that it requires no Cristallo Risonante, but that's no compensation. At low item level these can be rewards for world quests: I highly recommend using the above Enchanted Crest to jump out of that item level zone and just ignore these altogether: if you did get one for free... sure, then use it if the crafted item is an upgrade.
