In Zul Gurub Dungeon at the area of "The Cache of Madness" is huge Altar and if you hover your mouse in the middle of it, you will see Tablet of Madness. You can even read it, if you jump at the Altar close enough to click on it.
On the ground on the left side hugging this Altar is Brazier (small fire) you can click on and get this toy.
~~You must be level 70 to pick up this toy.~~

I can't click it no matter if I kill the bosses or not. Level 70. Anyone else?

Edit: can click it after I got the "Relics of a Fallen Empire" ach.

Seems getting the buff from the fire changes the filter on how you see the world, everything is more.. Greenish Yellow

From the Patch Notes of March 27th 2023 : Brazier of Madness, Shattered Hakkari Bijou, and Fragmented Hakkari Bijou no longer have a level requirement.
The minimum level required to enter the instance is still 35 though. So in essence, that would be the actual minimum level requirement to obtain the Toy.

1. So you want the 'Brazier of Madness toy?
2. Head to Zul Gurub Heroic Dungeon in Northern Stranglethorn in Azeroth
3. Be level 70 to avoid any confusion
4. If you go straight to the Alter (Cache of Madness) on the far middle right bad luck. Its not clickable
5. You must first complete the Relics of a Fallen Empire. Excellent instructions here. Follow it Reliquie di un impero caduto
6. When you get the item it must be traded with Rin’wosho the Trader in Dazar’alor in Zandalar. I used a tar/macro and found him at 55 86. So bottom right of the city inside a building
7. If you are Alliance. Bad luck. You will receive a PvP buff. Get in and complete the quest. Automatically get the Achievement Then hearth out.
8. Make your way back to Zul Gurub and now you can go over to the Alter (Cache of Madness area).
9. As described the brazier is easily clickable on the left hand side of the Altar
10 . You are now the owner of a new toy
11. This whole process was soloable
12. The event is always available
