I assume that they let non-dracthyr glide for a bit.

Grants a 2m buff that gives a slowfall effect, a fiery wing graphic and occasionally spew fire.

The vendor that sells this, Kajithalan, wanders around and may be in different locations depending on your phase. I've seen him at Ruby Sanctum but can't find him there. Right now he's located at Mulsted's Marquee at the Camp NoWhere flight path in The Azure Span. And user sillydude is reporting him being in Thaldraszus at (58.15, 82.97).
