I found the west part of Azure span to be the best place to gather Writhebark. They're more likely to be found near trees and bushes. Happy gathering.

For any of the windswept plants do the following.

Start the harvest and move your mouse pointer to your drake mount.
As soon as the cast bar for your harvesting completes click to mount your drake.
You will be on your drake before the gust can throw you anywhere.

I initially struggled finding Writhebark, and as I levelled my Herbalism I added skill points to Bountiful Harvests and then the Arboriculture sub-specialization, I have noticed that I am finding a great deal more Writhebark than I used to, and the more points I put in, the more I find. If you're struggling to locate these, this is my suggestion.

There are a lot of Writhebark nodes growing in the Emerald Gardens and Shady Sanctuary in Ohn'ahran Plains. Spots around way 27.43, 47.06 are good.
