This is a reference to a book in The Elder Scrolls Morrowind, Oblivion, and Skyrim that goes by the same name. The book is about the Imperial Legion needing to learn from a previous war "The Five Year War" which used very unconventional tactics. The quest objective in game has the flavor text "Unconventional tactics used by the Warsong to defeat their enemies."

More trivia: The Five Year War's "unconventional tactics" included the defending army intentionally committing high crimes on the opponents religion by cutting down trees (akin to destroying many churches/places of worship to the attackers) and setting up a devastating trap comprised of a very small number of otherwise oddball units - huge "cavalry" units, fast and extremely agile units and a couple of magi (which were thought to not exist in their race because they were "too stupid" basically)... To cut down trees and spring a trap. Don't look at me, it worked really well. Since cutting these trees was such a high crime to the attacker's religion, they ended up sending ~200 archers to kill the offenders, only to find that they had been led into a trap (all but 2 attackers died). This worked 2 out of the 3 times, meaning the attacking army lost 300++ archers with the only victory against the trap was after they knew of it and sent an extreme number of troops, and I do mean extreme. With the forces separated/killed, the defending army marched onward into the flanks they just created by separating them and conquered pretty much the entire region because of their exploits.
To be honest, the attacking army kind of had it coming for killing over 1,000 civilians because a pack of nearby bandits attacked a wood caravan. No, again I'm not kidding.
