This and the other city tabards are available also from a quarter master found in each city near the flight path.

My question is this, when can we start gaining the rep..? do the effects start to work during the shattering or do we have to wait till Cata for the rep gain.

The below Tabards can also be purchased from the vendors in Icecrown for 8 Silver (at exalted) instead of the previous 50 Champion's Seals. This is a change with patch 4.0.3a.

While I wear this (and any other capital nation's tabard) I do not and havent gained any rep with any of the factions they represented since lvl.64. I thought "they just dont work in TBC dungeons, probably..." but now Im in WotLK, and its still not working.
Have I misunderstood, does it only work for Heroics? or just lvl.80-85 dungeons?
Im finding it weird since it says no such thing, and since you can practicly buy these from lvl.1.

I play a level 70 blood elf (formerly tauren) warrior, perhaps it has something to do with it...

wearing this tabard will give reputation no matter in which dungeon you are: pre-bc, bc, wotlk and cata.
this applies to all faction tabards

Actually I've been doing some dungeons with my lvl62 Forsaken Mage and using the Tabards to get rep, but in Burning Crusade dungeons I get only the dungeon rep, never the Tabard rep... for example, in Hellfire Ramparts, using the Darkspear Tabard, I don't get Darkspear rep, only Thrallmar rep...

In TBC dungeons you can now get both the tabard rep and dungeon rep.
(Level 85 - some dungeons will only give both reps on heroic mode. Normal mode Ramparts was giving me Horde rep, however normal Sethekk gave both Lower City and Thunder Bluff rep with the TB tabard equipped.).

I have tested this myself with the other city tabards: You DO get rep from BC instances, but only the Eye instances such as Arcatraz, Botanica, and Mechinar.

You get roughly 15~18 rep per kill.
