from playing the bit of the start areas i did, the water looked much better. not bioshock good, but definitely better. didn't try to walk under the water though.

I can confirm that the water has changed, I played a short demo as a Worgen at PAX and first thing I did was run to the ocean to see if it was changed, it was.
